Regardless of your settings for Windows Error Reporting, it never uploads data files that potentially contain personally identifiable data without your explicit consent.

To find it, open Action Center (easiest way: click its flag icon in the notification area and click Open Action Center), click the arrow next to Maintenance to expand the category, and click the Privacy Policy link.
